Yes, you can sell an unregistered car in QLD, and you don’t need a safety certificate to do it. What you do need is proof the car is yours, a signed record of the sale and a legal way to move the car, because driving it on the road is an offence. Here’s how it works.
Key takeaways
- You can sell an unregistered vehicle in Queensland without a safety certificate. You do need a signed paper trail of the sale. (Queensland Government)
- You generally can’t drive an unregistered car on a road. The maximum penalty is 80 penalty units, unless a permit or another exception applies. (Queensland legislation)
- An unregistered vehicle permit is $40.20 per day plus Class 22 CTP insurance, for 1 to 7 days (as at 1 July 2026). If the car isn’t safe to drive, you’ll need a tow truck. (Queensland Government)
- A registered car sold for parts must be de-registered before it’s sold. (Queensland Government)
- A1 Cash for Cars is a licensed motor dealer, so you don’t need a safety certificate to sell to us, and you can ask us about collection.
Can you sell an unregistered car in QLD?
Yes. Queensland lets you sell an unregistered vehicle without a safety certificate. Once the buyer has inspected it and agreed to buy, you both sign a record of the sale. The buyer is then responsible for getting it registered, or for scrapping or dismantling it, if that’s the plan.
The Queensland Government also notes that sellers and buyers both have responsibilities when the sale takes place. A simple, honest description of the car’s condition protects you both, so mention anything that matters, such as accident damage, a car that won’t start or missing parts. Our guide to selling a car that won’t start in Brisbane covers what buyers want to know.
What paperwork do I need to sell an unregistered car?
You need a written record of the sale that both you and the buyer sign and keep. It should show the vehicle identification number (VIN), chassis or engine number, the make and model, and the date of sale. A simple contract or receipt is usually enough. Bring photo ID and proof the car is yours.
According to the Queensland Government, your paper trail should include:
- A signature from the seller and the buyer.
- The VIN, or chassis number, and/or the engine number.
- The make and model of the vehicle.
- The date of the sale.
Finance owing on the car is a separate issue, covered below. For the wider picture, see our QLD paperwork checklist for selling a car.
Do I need a safety certificate to sell an unregistered car?
No. Queensland says vehicles that are unregistered, or traded to or between licensed motor dealers, don’t need a safety certificate to be sold. The buyer only needs one if they want to register the car again, because a safety certificate is required when re-registering an unregistered vehicle.
Here’s how that compares with other situations, based on the Queensland Government safety certificate page:
| Situation | Safety certificate needed from the seller? |
|---|---|
| Selling a registered car privately | Yes, before disposing of it (fines over $700 apply) |
| Selling an unregistered car | No |
| Selling to a licensed motor dealer | No |
| Buyer re-registering an unregistered car | Yes, the buyer needs one to register it |
Vehicles can still be sold for parts, but a registered vehicle must be de-registered before it’s sold. If you’re thinking about scrapping, our guide to what a scrap car is worth in Brisbane explains what affects an offer.
Can I drive my unregistered car to the buyer?
Generally no. Using a vehicle on a road that isn’t registered is an offence, with a maximum penalty of 80 penalty units. The exceptions include an unregistered vehicle permit, or driving or towing it to an inspection or to register it with a current CTP certificate. Otherwise the car needs to be towed or collected.
The rule comes from section 10 of the Vehicle Registration Regulation 2021, and section 11 explains the limited exceptions for driving to inspection or registration. Don’t rely on a short trip being “fine”. If there’s any doubt, check with TMR on 13 23 80 first.
How do I legally move an unregistered car in Queensland?
You can apply for an unregistered vehicle permit, or you can use a tow truck. The Queensland Government says a permit lasts 1 to 7 days, costs $40.20 per day as at 1 July 2026, and must be paired with Class 22 compulsory third party (CTP) insurance. If the car isn’t safe to drive, you’ll need a tow truck.
| Option | Good for | What to know |
|---|---|---|
| Unregistered vehicle permit | A car that meets vehicle standards and is safe to drive | $40.20 per day plus Class 22 CTP; 1 to 7 days; most direct route only |
| Tow truck | A car that’s unsafe, damaged or won’t start | Arrange it yourself, or ask a buyer about collection |
| Collection by a buyer | Sellers who’d rather not arrange a permit or tow | Availability depends on the buyer, the car and site access |

Permits are only issued for a car that meets the applicable vehicle standards, and the permit runs from 12.01am on the first day to midnight on the last. You’ll need the VIN or chassis number, and applying online needs a Queensland customer reference number (CRN), such as your licence number.
What’s the difference between expired, cancelled and unregistered rego?
A car is unregistered once its registration has expired or been cancelled. In Queensland, renewing late means the car can’t legally be driven from the due date. If registration expired more than 3 months ago, the Queensland Government says a new registration is needed rather than a simple renewal, and that usually means a safety certificate.
What this means for you:
- Expired: the car is unregistered and can’t be driven on the road. A late fee applies if it’s renewed.
- Expired more than 3 months ago: the buyer, or you, would need to apply for a new registration.
- Cancelled: the plates are handed in and the registration is ended, unless they’re personalised plates you’re keeping.
Should I cancel the rego before I sell the car?
If the registration is still current and the car is going for scrap or being sold unregistered, cancelling can return the unused registration and CTP. You lodge form F3517 and hand in both plates. A cancellation fee is deducted. If a buyer is going to keep it registered, a transfer may suit you better.
Per the Queensland Government cancellation page:
- Refunds cover the unused registration and CTP premium, but not the traffic improvement fee or other surcharges.
- The registration must be current and in your name when you apply.
- You needn’t hand in plates that are personalised or customised and being kept, lost, stolen or destroyed, or from a written-off vehicle.
- If an insurer is involved after a write-off, check with them first, because they may take over the registration.
Can I sell an unregistered car to a licensed motor dealer?
Yes. A licensed motor dealer can buy an unregistered car, and you don’t need a safety certificate to sell to one. Queensland requires dealers to hold a motor dealer licence, and you can check the Fair Trading register for free. A1 Cash for Cars is a licensed motor dealer at 60 Bowhill Rd, Willawong.
Selling to a dealer takes some of the legwork out of the process, particularly if the car is old, damaged or not running. Before you accept any offer, check the buyer, whichever one you choose:
- Look them up on the Fair Trading licence register under “Motor dealing”. It shows the licence holder, number and status.
- Get the offer and the collection plan in writing, including who pays for any towing.
- Keep a signed receipt with the VIN, date and the buyer’s details.
What if my unregistered car has finance owing or a write-off history?
Finance and write-off history both need to be disclosed. A finance interest generally has to be settled before ownership can pass. The PPSR’s $2 Car Check may show finance, write-off and stolen records for a VIN, so run one on your own car first. A write-off record stays on the register permanently.
Tell the buyer about any finance owing, and get a payout figure from your lender first. If the car has been written off, the Queensland Government says its status stays on the register even after repairs or a sale. Dealers selling second-hand vehicles with a write-off classification must tell buyers about it. Our guide to insurance write-offs in QLD explains what to do next. You can check a car on the PPSR Car Check.
